In February 2007 the Ministry of Construction approved 20 parks as the first batch of national key parks. Under its trial measures a national key park must meet one of five criteria:
- a long history, representing the finest gardens of an era, of high historical value;
- a park built to suit its natural and cultural setting, showing the art of Chinese landscape design, of high artistic value;
- cultural landscapes linked to Chinese history, major events or important figures, of high cultural value;
importance for research and conservation of endangered species, education and biodiversity; or rich historical remains, flora and fauna and unique geology of high conservation value.
